Bathroom sink shutoff still lets water through

When a sink faucet is being repaired, how can you tell whether a trickle from the supply line is just water left in the line or a shutoff valve that isn’t closing fully? Does it matter if the flow tapers off after a short wait versus continuing steadily, and if only the hot or cold side is affected?

Before disconnecting a supply line, what precautions should be taken if the fixture shutoff might not stop the water? At what point would you stop and shut off the main rather than risk a steady flow under the sink?
