Alongside explaining why certain areas are prioritized, the city could publish brief progress updates on planned routine maintenance and explain significant delays. That would let residents see whether prevention continues between emergencies, not just how the budget is allocated after a risk ranking.

It would help if each update separated work completed from work merely scheduled, with delayed projects labeled and a brief reason given. Otherwise, a planned job could look like prevention already delivered. Even a simple status and next-update date would make progress easier to follow without demanding a lengthy report.
