The filter shutoff may not stop the water
When changing an under-sink filter cartridge, is the dedicated feed valve usually enough to isolate it, or should the cold-water supply be shut off too? I’d expect that to depend on the filter’s design and whether its valve actually seals.
Do these systems usually have a pressure-relief or drain step before the housing is opened? If water keeps flowing after the filter valve is closed, should the next move be to shut off the cold supply rather than continue? I don’t want a routine cartridge change turning into an impromptu sink test.

Whether the dedicated valve is enough depends on the filter’s design and whether the valve seals; follow that system’s cartridge-change instructions for relieving pressure before opening the housing. If water continues to flow after the filter valve is closed, shut off the cold supply and stop rather than opening it.
