Half flush never seems to work right - am I missing something?

I’ve noticed the same thing with some of the “eco” toilets - sometimes you end up using more water because you have to flush twice. With the Toto Aquia, did you ever try adjusting the fill valve or tweaking the flapper? I’ve read that sometimes a small adjustment can make a big difference in how effective the half flush is. Curious if anyone’s actually had luck fine-tuning those settings, or if it’s mostly just down to the original design.
