Honestly, I hear you on the rain gardens. Around here, heavy clay just turns everything into a swamp, so the water just sits. I've seen folks swear by exterior waterproofing membranes, but that's a big job (and not cheap). French drains seem hit or miss too—if the soil doesn't drain, they just fill up and go nowhere. Sump pumps seem to be the fallback, even if they're not exactly eco-friendly.
Out of curiosity, have you tried regrading around your foundation at all? Sometimes even just sloping the dirt away from the house a bit can make a difference, though it's not always enough if your water table's high. Just wondering if that's made any impact for you or if it's basically a lost cause with your soil.
