When does a drainpipe repair count as a larger alteration?

How do local permit offices draw the line between a minor drainpipe repair and a larger alteration? A like-for-like section replacement sounds straightforward, but I’m unsure how much the pipe’s material, diameter, or location affects the classification.

Would opening a wall or floor for access change the permit or inspection requirements, even if the replacement stays in the same route? I’d like to understand what details to confirm with the local authority before settling on the repair scope, since general code guidance may not match local rules.

There isn’t a universal “like-for-like” threshold; the local authority’s rules decide. Offices may distinguish a limited repair from an alteration based on how much pipe is replaced, whether its material or diameter changes, where it is located, and whether the route or connected system is changed. Opening a wall or floor may also affect inspection access or requirements, even if the pipe stays on the same route. When asking, describe both the pipe work and the access opening, and confirm permit and inspection requirements before setting the scope.
