Rough-in inspection before the wall is closed
For plumbing work that will be concealed behind a finished wall, the deciding question seems to be whether the permit scope requires a rough-in inspection before covering the pipe. I wouldn’t assume a straightforward installation is exempt, or that photos automatically count as a substitute.
How do you confirm the local requirement early enough to avoid reopening the wall? If an in-person inspection isn’t needed or an alternative is allowed, what documentation or photos will the authority accept?

Before scheduling the work, contact the local building or permitting office with the permit number and a clear description of the plumbing scope. Ask whether it requires inspection before the wall is closed and, if an alternative is allowed, exactly what records or photos they accept. I’d get the answer in writing and keep it with the permit so there’s less room for confusion later.
