Does changing a water heater’s fuel change the permit path?

A same-fuel water-heater replacement seems like it might follow a different approval path from switching between gas and electric, even if the heater stays in the same spot. What does the local authority usually treat as the deciding factor?

If the location and water connections stay the same but the fuel changes, could plumbing, electrical, and gas permits or inspections all come into play? Should a homeowner start with the building department, or contact separate plumbing and electrical or gas authorities? I’d like to know what approvals to confirm before choosing a replacement.

Start with the local building department and ask whether it coordinates the review or requires separate permits from plumbing, electrical, or gas authorities. The fuel change can bring additional trade work into scope even if the heater stays put and the water connections don’t change. So confirm which permits and inspections apply to the proposed work before choosing a replacement; the local permit process, not the location alone, determines that.
