Slow dishwasher fill, but what would point to the supply?

A slow fill doesn’t necessarily mean the dishwasher’s inlet valve is failing. What observations help separate an appliance-side problem from a restriction at the shutoff or supply line?

Does a consistently slow fill suggest something different from filling that starts and stops? Would normal flow at a nearby faucet tell you anything useful, given that it’s on a different branch? I’m also curious which checks are safe to make without disturbing the dishwasher’s plumbing, and when it’s better to have the supply or valve tested by a professional.
