Lavatory flow drops during peak use

When a commercial lavatory faucet loses flow only during busy periods, what’s the most useful way to separate a local restriction from a shared supply issue?

Does the pattern across nearby fixtures tell you much, especially if the drop happens only while other fixtures are running? I’m also interested in which measurements or checks help distinguish an aerator or cartridge restriction from a building-side pressure or capacity problem before deciding what to service.
