I get the worry about leaks, but honestly, I’ve had more headaches with countertop filters getting knocked around or hoses popping off. Under sink units, if installed right, are pretty much set-and-forget. I always put a water alarm under the cabinet—cheap insurance and catches drips before they do real damage. Countertop ones just clutter up the space and tenants tend to mess with them more. Just my two cents...
