Is repeated burner cycling during a heating run normal?

Repeated burner starts and stops during a water-heater heating cycle seem worth distinguishing from normal operation, but cycling alone doesn’t point to a specific fault. Does the likely explanation depend first on whether the heater is gas or electric?

For a gas heater, would it help to note whether the burner shuts off before the water reaches its set temperature, along with any status-light code or unusual sound? I’d also like to know which observations are useful without removing covers or adjusting gas components, and when it’s best to stop troubleshooting and call a qualified technician.

Yes - the heater type changes which components could be involved. A gas model’s burner cycling points toward its burner or controls, while an electric model has heating elements and controls rather than a burner. In either case, cycling alone doesn’t identify a fault. First confirm the fuel type; on a gas unit, note any visible status-light code and whether the burner stops before the set temperature, without removing covers or adjusting components. If you smell gas, leave the area and contact the gas utility or emergency services from a safe location.
