What should a water-heater drain-valve replacement quote include?

A slow or leaking water-heater drain valve sounds like a small repair, but the scope could change if the outlet is blocked with sediment or the valve won’t come out cleanly. I’m trying to understand what a useful quote should spell out before approving the work.

Should it say whether the plumber will distinguish a faulty valve from a sediment-clogged outlet, and whether draining and refilling the tank, checking for leaks afterward, and disposing of the old valve are included? I’d also want to know whether difficult access or a stuck valve could add labor, and how that would be handled before the work goes beyond the quoted amount.
