Do fixture repairs need conservation records?

Do local water-conservation rules treat a like-for-like fixture replacement differently from a repair that changes the fixture’s flow rate? I’m unsure whether either kind of work needs approval or an inspection.

Which local authority or code should I check first? If records are useful, would a photo of the fixture label or its flow-rate specification be enough, or are other details typically needed? I assume it depends on the jurisdiction and the work involved.
