Cloudy camera view at a sewer-line low spot

When a sewer camera image turns cloudy or distorted as it reaches standing water, what can an operator reliably conclude from that footage? Does the image usually change as the camera enters and leaves the water, and are there visible clues that distinguish a lens obscured by water or debris from a pipe section that’s submerged?

If the view doesn’t clearly show the pipe wall, should the inspection report mark that section as inconclusive rather than infer a defect? I’d like to understand what the footage can establish and when a clearer view or another inspection method is needed.
