Does opening the wall change the permit question for a shower valve?

For a failed shower valve, does replacing it with a like-for-like valve usually count differently from work that changes the supply piping or adds a fixture? I’m also unsure whether opening the wall for access affects the permit or inspection requirement even when the shower layout stays the same.

How much does the answer depend on the municipality and its adopted code? What details should a homeowner confirm with the local building department before authorizing the repair?

A like-for-like valve replacement, changes to supply piping, and adding a fixture may be treated differently, but there isn’t a universal permit rule. Opening the wall alone doesn’t settle it; the work and any inspection requirements depend on local rules. Before authorizing the job, ask your local building department whether this exact scope needs a plumbing permit or inspection, and whether opening or closing the wall affects that requirement.
