Does a like-for-like water heater replacement still need a permit?

When a water heater is replaced in the same location with the same fuel and existing vent and connections, does that usually qualify for a homeowner permit, or can local rules require a licensed installer and inspection anyway?

I’m curious how much the answer changes if the replacement involves a different fuel, venting arrangement, or connection changes. Which local details matter most, such as the municipality and adopted code, and what should someone confirm with the building department before work starts? I know the rules vary, so I’m not looking for one rule that applies everywhere.

Even a like-for-like replacement can require a permit, inspection, or licensed installer if local rules say so. Changing fuel, venting, or connections may bring additional requirements, but that depends on the jurisdiction. Before work starts, ask the building department whether a homeowner may do this specific replacement, which permit applies, and what inspections are required; confirm the municipality and applicable code rather than relying on a general rule.
