What should a water-heater permit charge include?
When a contractor quotes for replacing a water heater, how do you tell what the permit-related charge covers? The local authority’s permit fee and inspection requirements may be one part, while preparing paperwork and coordinating the inspection may be contractor time billed separately.
Would you expect the quote to break those out, and to say whether inspection scheduling or a reinspection is included? Requirements and fees vary by jurisdiction, so I’m interested in how members make these charges clear and comparable without treating contractor administration as part of the authority’s fee.

I prefer seeing the authority’s fee and the contractor’s paperwork or coordination time listed separately; that makes quotes easier to compare. A combined charge can still be clear if it identifies both components and says what inspection-related work is included.
I’d want the quote to say who is responsible for scheduling the inspection and whether the contractor’s charge covers that coordination. For a possible reinspection, even if the cost can’t be known in advance, it could state whether arranging one is included and how any added fee would be handled. That makes the scope clearer without treating contractor time as the authority’s fee.
