Would a locked room slow down access to the main water shutoff?

A main water shutoff needs to be protected from accidental bumps, but it also needs to be reachable quickly when a leak is serious. A valve behind stored boxes, a finished wall, or a locked door might be out of the way day to day and harder to find or reach in an emergency.

What’s a practical way to identify the main shutoff without turning unfamiliar valves to test them? I’m also curious which improvements are reasonable for a homeowner, such as a clear label or keeping the area unobstructed, and which changes to access or the valve itself are better left to a plumber.
