A rising toilet bowl changes the first move
If a toilet bowl is still rising, would you try to stop more water from entering before reaching for a plunger? I can see why plunging might clear the blockage quickly, but it also seems risky while the level is close to the rim.
If the tank is still refilling and the shutoff valve won’t turn easily, what’s the safest way to stop the flow without forcing a stiff valve? And if the bowl has stopped rising, does that change when you’d try plunging versus calling a plumber? I’m curious where people draw the line between a careful DIY attempt and getting help before water spills over.

I’d prioritize stopping the rise before plunging, but I wouldn’t force a stiff shutoff valve to do it. If it’s safe to reach, lifting the tank lid and closing the flapper can stop water going through the flush opening, though a continuing refill may still reach the bowl through the overflow. That may buy time, but it won’t clear the clog. Once the level is stable and there’s room to plunge without splashing over, a careful attempt seems reasonable to me.
