A water-heater replacement quote with a few blanks

What should a replacement estimate spell out so two quotes can be compared fairly? I’d want to know the proposed heater type and capacity, and whether removal and disposal of the old unit are included. Connections, venting or electrical work may vary with the heater, so I’m unsure how much detail should be itemized versus described as included.

I’d also want permit and inspection fees addressed, along with how unexpected work found on site would be priced and approved before it proceeds. Which omissions are most important to clarify before choosing a contractor?

I’d put the included scope and the rules for extra work at the top of my list. Two prices aren’t very comparable if one quietly excludes necessary connection or venting work, and a clear approval process helps avoid surprise charges. I’d also want to know who handles permit and inspection costs, even if they’re not itemized separately.
