Are stricter plumbing rules actually saving water?

Just stumbled across something interesting—apparently, since the 90s, toilets have had to use way less water per flush. Makes sense, but I wonder if these tighter rules really made a noticeable difference overall...anyone seen stats or something?

I've seen some numbers floating around before, and yeah, it seems like overall water usage did drop noticeably after those rules came in. It's a small change per flush, but multiply that by millions of households... definitely adds up over time.
