Water at the toilet base when the tank exterior is damp

When water shows up near a toilet’s base, what observations best distinguish condensation running down the outside of the tank from a leak at the supply connection or tank? Does moisture spread broadly over the tank, or begin at a particular fitting, and does it track humid conditions or flushing?

I’m also curious what’s most useful for narrowing down a slow leak without assuming the bowl or floor is the source. When is drying the surfaces and improving ventilation a reasonable first step, and when would you call for a plumbing inspection?
