What should a residential plumbing quote include for backflow compliance?

When comparing residential plumbing inspection quotes, should a cross-connection review and backflow testing be listed separately rather than folded into a general “plumbing inspection”?

I understand that a field test of a backflow-prevention assembly is different from a visual inspection of accessible piping, valves, and fixtures. For a quote, I would expect the scope to clarify:

- Whether the inspection includes a cross-connection review
- Whether each applicable backflow-prevention assembly will receive a field test
- The tester’s required qualification or certification
- Test-report preparation and submission, if required
- Whether failed testing, repairs, retesting, or replacement are excluded or priced separately

I’m not assuming these requirements apply to every residence or in every area. Local water-provider rules and the property type may change the scope. What wording should appear in a quote so a homeowner doesn’t mistake a visual inspection for regulated backflow testing? It would also help to know which follow-up costs are normally estimated in advance and which can only be determined after the assembly is tested.
