Condensate drain pan fills intermittently, but the heat pump still makes hot water

My heat-pump water heater is still producing hot water normally, but its condensate pan or drain setup fills every so often and then clears after I remove the water. I’m trying to determine whether this points to a partial blockage, poor drainage, or possibly freezing.
A few details I’m checking:
- Does the water appear mainly while the unit is running in heat-pump mode, or could a model with a defrost cycle release a larger amount at once?
- Where should the condensate line terminate, and could a long horizontal run or inadequate slope let water back up?
- If the line ends at a condensate pump, should the pump run briefly whenever the pan fills? What does a failed pump usually sound like?
- Could a frozen section of drain line cause intermittent backup even if the heater continues operating?
- Should I be looking for algae or debris at the outlet, visible kinks, or ice around the tubing?
- How level does the water heater need to be for the pan and drain to work correctly?
I’d rather not assume the tank is leaking or call for a major repair if this is just a restricted drain. Is there a safe way to distinguish a blocked or poorly sloped line from a frozen drain or failing condensate pump before scheduling service?
Also, does it matter whether the water is collecting in the unit’s built-in condensate pan versus the larger safety pan under the water heater? The unit is installed in [location], where temperatures are [typical conditions].

Continued hot-water production doesn’t rule out a drainage fault. The heat-pump section can keep operating while condensate backs up, at least until a float switch shuts it down or water reaches something it shouldn’t.
To screen for a blocked or frozen line safely:
1. Turn off power at the unit’s disconnect or breaker. Don’t probe the tubing while the fan or compressor can start.
2. Inspect the entire run for kinks, sagging sections, and ice, especially where it passes through a cold area. Thaw suspected ice naturally or with room-temperature air. Don’t use a torch, heat gun, boiling water, or drain chemicals.
3. Once thawed, pour a small amount of clean water into the condensate pan or drain inlet. Confirm that it reaches the intended outlet, or that the condensate pump starts and discharges through its hose.
4. If there’s a pump, listen for a brief motor run and check that the discharge hose actually moves water. A hum with no discharge, repeated cycling, or silence while the pump reservoir fills points toward a pump, float, or outlet problem.
Keep the test volume small so a restricted line doesn’t overflow. Don’t blow compressed air into the line, since it can force water back into the unit or separate a fitting. A long run needs continuous slope toward the outlet, without low spots that hold water. The unit should also be level enough for water to reach the pan drain rather than pooling at the opposite side.
